Community Risk Management
Departmental Structure
The Community Risk Management Department is managed by Community Risk Management
Commander, Area Manager Trevor Johnson, supported by a team of officers based at the Seafield
Road Complex. This group monitors and provides fire trend information to District staff and
organises fire investigations. A prime role of this department is the mentoring and supporting of
District staff, and monitoring workloads. The team assesses the impacts of new legislation or
obligations on the Fire and Rescue Service, and develops and implements fire safety policies. They
benchmark best practice with other Brigades and contribute to the establishing of national best
practice through representing the Fire and Rescue Service on national committees.
The day to day delivery of fire safety policy rests mainly with the staff in the 11
districts. These officers deal with a number of references, but legislative and community safety
duties remain among their priorities. These personnel are the first points of contact for the
public when advice is required. They maintain links with local partner organisations and conduct
the various statutory inspections required of the Fire and Rescue Service.
